NL PNP or NLPNP is an economic immigration program for the skilled immigrants and their families that allow them to live and work in Newfoundland and Labrador. Applicants have to meet certain criteria like having a job or job offer and ability to establish in the province economically and intend to live in province that are required to be receive the Newfoundland and Labrador Provincial Nomination for permanent residency.

The candidates who are willing to move to the province through Newfoundland and Labrador PNP program can apply to the following streams:

  • 1. Express Entry skilled worker category
  • 2. Skilled worker category
  • 3. International Graduate category
  • 4. Priority Skills NL

In order to apply to the stream under PNP program, candidate must meet the Newfoundland and Labrador PNP requirements which may vary for different streams.

Express Entry Skilled Worker Category:

This Category is one of the streams to attain PR in Newfoundland and Labrador. To apply under this stream, applicant must be accepted in Federal Express Entry pool.

If an applicant holds a Post-Graduate Work Permit (PGWP), he/she may be eligible under this stream if the profile of the applicant is accepted in Express Entry pool. The applicant should also obtain a valid Express Entry key code and job seeker validation code to accompany your application.

Eligibility Requirement:

General Express Entry Skilled Worker eligibility criteria are as follows:

  • Score a minimum of 67 points out of 100 on the PNP point assessment grid
  • Applicant must have valid job or job offer from an eligible employer in the province that is valid for at least two years
  • Applicants must be accepted into Immigration, Refugees, and Citizenship Canada’s (IRCC) Express Entry pool
  • Have an IRCC Work Permit with at least 4 months remaining at time of application, or be entitled to apply for one
  • An applicant must have Canadian diploma, certificate, or credential with ECA (Educational Credential Assessment) by a recognized authority for overseas educational credential
  • Must fulfilled language proficiency requirement of minimum Canadian Language Benchmark (CLB) 7 The language proficiency test accepted to assess proficiency are IELTS (General Training Test), CELPIP (General test), or TEF for French

Skilled Worker Category:

This Category is for the international workers and aspirants wo have skills that are beneficial for the labour market. Eligible applicants must have a guaranteed job offer from the local employer or currently working in the province with a valid work permit. In addition to that, the employer must also demonstrate a need for the applicant’s skill set.

Eligibility Requirement:

General Skilled Worker eligibility criteria are as follows:

  • Applicant’s age must be from 21 years to 59 years old
  • Applicant must have valid full-time job or job offer from an eligible employer in the province that is valid for at least two years
  • Qualifications, training, skills, and/or accreditation are required for the job
  • Have an IRCC Work Permit with at least 4 months remaining at time of application, or be entitled to apply for one
  • An applicant must have Canadian diploma, certificate, or credential with ECA (Educational Credential Assessment) by a recognized authority for overseas educational credential
  • Must fulfilled language proficiency requirement of minimum Canadian Language Benchmark (CLB) 7

International Graduate Category:

This Category is for the recent graduates who have a Post-Graduate Work Permit (PGWP) and a job or job offer from a Newfoundland and Labrador employer.

If you hold a PGWP, you may be eligible for Express Entry Skilled Worker category, if your application is accepted at IRCC’s Express Entry pool. You should also obtain a valid Express Entry key code and job seeker validation code to accompany your application.

Eligibility Requirement:

General International Graduate eligibility criteria are as follows:

  • Applicant’s age must be from 21 years to 59 years old
  • Have an IRCC Post-Graduate Work Permit with at least 4 months remaining at time of application
  • Have a full-time job or job offer with following requirements:
    • Job in NOC 0, A or B skill level, or C skill level if the occupation is in-demand occupation
    • Guarantees minimum 30 hours/week of work
    • At least one year of duration with expectation of extension
    • From an eligible employer
  • Must fulfilled language proficiency requirement. Language testing is required for NOC C in-demand occupation
  • If the applicant completed their studies at a recognized public post-secondary institution outside of Newfoundland and Labrador, their job or job offer must be directly related to the field of study. Out-of-province graduates must work for a minimum of one year in Newfoundland and Labrador prior to submission of an NLPNP application.

Priority Skills NL:

Newfoundland Priority Skills PNP is introduced for the individuals who have work experience in the Priority skills Newfoundland and Labrador in demand work and have high level of education and language ability. The individuals can file Expression of Interest (EOI) to apply under this stream.

Eligibility Requirement:

General Priority Skills Newfoundland and Labrador requirements are as follows:

  • Applicant’s age must be from 21 years to 59 years old
  • have taken an International English Language Testing System (IELTS) or Canadian English Language Proficiency Index Program (CELPIP) language test within the last twelve months and scored equivalent to Canadian Language Benchmark (CLB) level 5 or higher

Requirements for In-demand Academic candidates:

  • Have completed PhD or Master’s degrees from Memorial University within the past three years in the following specialties: Technology, Health Care, Aquaculture, and Agriculture.

Requirements for In-demand Work candidates:

  • Have worked in a specialized, highly skilled, in-demand occupation for at least one year in the last 10 years. A list of in-demand occupations can be found here.
How to Apply

General Priority Skills Newfoundland and Labrador immigration Application Process is as follows:

  • Create profile and submit Expression of Interest by filling a questionnaire
  • Your profile will be scored based on the questionnaire
  • Minimum score of 60 is required to be accepted
  • Candidates who have submitted EOIs with the highest scores, and who have received the most interest from local employers, may receive invitations through Priority Skills NL, to submit an application to the Provincial Nominee Program without a job offer.
